I have added a piece of flower, sack hand embroidered material to the hem to give it a full leg. I would say this a light weight quilt as it has a thin batting of cotton. Judging by the fabric, style, and that it is all hand stitched, I would say this is from the 1910s-1920s. This pant is made from a vintage palazzo pant pattern and features a wide leg, high waist, and elastic waist band to fit a variety of sizes.
